Q: How do I know when the solvating agent needs to be replaced?

A: It requires some trial and error in the beginning. When you no longer get clean parts, you will want to monitor the solvating agent for the amount of soil loading and also check the boiling point. Do your cleaning until it is no longer acceptable, and then see how many cycles it lasts. At that point, consider changing it out.
